Ukraine has begun implementing a plan regarding national minorities that was agreed upon with Hungary
The Action Plan on National Minorities, which was agreed upon with Hungary, will apply to all national minorities in Ukraine and will be implemented in 2026–2027.
Ukraine adopted the Action Plan on National Minorities last year as part of fulfilling its obligations under the European Union’s first negotiation cluster—“Fundamentals.”
Kachka emphasized that the document is part of the European integration process and covers all national minorities.
The Deputy Prime Minister noted that Hungary has agreed to proceed within the framework of this plan, which addresses a range of issues, including:
- educational issues;
- the use of national minority languages (not only Hungarian);
- legal and institutional mechanisms for the protection of minority rights.
“It is very important to note that the plan applies to all national minorities with an official language of EU member states,” Kachka noted.
The official also spoke about changes in relations between Ukraine and Hungary and a shift toward a more constructive dialogue, particularly following the change in Hungary’s political leadership.
According to the plan, its implementation will take place in 2026–2027; educational provisions may be implemented as early as 2026, while other provisions of the plan will be implemented in 2027.
Ukraine views this document as one of the key elements in meeting the requirements for European integration and harmonizing legislation with EU standards.
This was stated by Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka during a conversation with journalists.
Ukrainian Foreign Minister Andriy Sibiga will visit Hungary next week, where he is expected to make concessions on the language issue.
