The government transferred the State Agency for Youth Housing to the Ministry of Economy

The Cabinet of Ministers of Ukraine has approved a decision to transfer the State Specialized Financial Institution “State Fund for the Promotion of Youth Housing Construction” from the jurisdiction of the Ministry of Community and Territorial Development to that of the Ministry of Economy, Environment, and Agriculture. 

According to Deputy Minister Vitaliy Petruk, this step will allow for coordinated planning of various housing support mechanisms, while all terms of previously concluded agreements will remain fully in effect for current program participants.

The government has postponed the transfer of budget allocations for the Fund’s programs until September 1, 2026. This transition period is necessary to carry out mandatory procedures with international partners, including the World Bank, the Council of Europe Development Bank, the International Organization for Migration, and the German KfW Reconstruction Credit Institute. The change in governing body concerns management exclusively: Derzhmolodzhytlo and PJSC “Ukrfinzhytlo” will continue to operate as separate legal entities. It is worth noting that in May, the Fund’s management opposed this transfer and the creation of a single operator, warning of potential risks to international financing and the fulfillment of current obligations.

Ukraine has expanded the “eOselya” preferential mortgage program, and now veterans and families of fallen defenders will be able to obtain housing at a reduced interest rate of 3%. The government will partially subsidize the interest, gradually adjusting the loan terms over the next few years. The new rules are set to take effect in a month.

The “eOselya” state program dominates the market and leaves no room for the development of market-based mortgages.
