The government has allocated more than 22 billion hryvnias for the protection of critical infrastructure

The Cabinet of Ministers of Ukraine has allocated 22.35 billion hryvnias for the construction of physical protection structures for critical infrastructure facilities. The funds will be used to protect water, heating, and electricity supply systems, as well as strategic hubs of Ukrzaliznytsia.

This was announced by Deputy Prime Minister for Recovery and Minister of Community and Territorial Development Oleksiy Kuleba.

“Construction and preparatory work on physical protection measures is currently underway at water, heat, and electricity supply facilities and Ukrzaliznytsia sites. A decision has already been made to allocate 22.35 billion hryvnias—this covers over 600 specific protection elements,” Kuleba noted.

According to him, a coordination meeting was held with the participation of the Recovery Agency, regional military administrations, relevant services and ministries, as well as representatives of the General Staff.

“For each facility, there is a clear understanding of exactly what protection is needed and how to implement it. We are finalizing technical preparations for new facilities,” the official emphasized.

At the same time, he stressed that there is little time left for implementation, and Russian shelling is attempting to slow down the pace of construction.

Kuleba added that physical protection is only part of a comprehensive approach. In parallel, Ukraine is developing a distributed generation network and implementing backup power sources to ensure the population has access to water and heat.

Earlier, Ukrainian Foreign Minister Dmytro Kuleba reported that over 3,000 critical infrastructure facilities in the country require protection. According to him, Ukraine has already shifted from a reactive approach to a systematic strategy for ensuring the resilience of these facilities.
