A scheme in which individuals subject to military conscription were sent abroad under the pretext of fictitious disability was uncovered in Odesa

In Odesa, law enforcement officials uncovered a scheme involving the illegal departure of men subject to military conscription abroad using forged disability documents. According to the investigation, the organizer of the illegal activity was a 34-year-old Odessa resident who acted in collusion with medical staff at local hospitals.

The woman charged $8,500 for her services. Clients were required to pay in installments: $4,000 as an advance, with the remainder due after receiving a certificate confirming their disability classification.

Law enforcement officials documented the recruitment of another client. According to the investigation, the organizer advised the man, coordinated his actions, and, with the help of complicit medical staff, arranged for the issuance of a fictitious “inpatient treatment” record.

At the same time, law enforcement officials claim that the man did not actually spend a single day in any medical facility. Despite this, his medical discharge summary listed alleged repeated hospitalizations.

Based on the forged medical documentation, the medical-social expert commission assigned the man a Group III disability status. According to the investigation, this subsequently allowed him to leave Ukraine without hindrance.

As part of the criminal proceedings, law enforcement officers conducted authorized searches. During the investigative actions, they seized cash, vehicles, medical records, seals, and draft documents that may be relevant to the investigation.

The organizer of the scheme was notified of the charges against her. The court ordered her to be held in custody, with the possibility of bail.

The investigation is currently ongoing. Law enforcement officials are identifying all medical personnel who may have been involved in the scheme and in the falsification of diagnoses and medical records.

At the same time, a final legal assessment of the actions of all individuals involved will be made based on the results of the pretrial investigation.

Earlier, internal security operatives of the State Border Guard Service exposed a 27-year-old resident of the Sarny District in Rivne Oblast who organized the illegal smuggling of two men of draft age into European Union countries outside of official border crossing points.

Law enforcement officers also detained a border guard suspected of organizing the illegal smuggling of men subject to military service across the state border outside of official border crossing points.
