In Odesa, a developer illegally built 47 townhouses on a hillside near the sea
In Odesa, law enforcement officials exposed a developer who, according to the investigation, had illegally occupied more than 7,500 square meters of municipal land on a hillside near the sea. On this site, he organized the construction of 47 three-story townhouses.
In 2019, the businessman legally leased more than 2 hectares of land from the city council to build an apartment hotel. Subsequently, he expanded beyond the boundaries of the leased plot and began developing the adjacent municipal land, which was not designated for private development.
According to investigators, to legalize the construction, the developer entered false information into state registries. The new buildings were presented as a renovation of an existing hotel, although they were in fact built from scratch.
Later, the suspect established a new company and entered into fictitious contracts for the sale and purchase of property rights. He effectively sold most of the townhouses to his own affiliated company, while third parties managed to purchase some of the properties.
Experts determined that 7,538 square meters of municipal land had been unlawfully occupied, and the losses to the Odesa local community exceeded 50.6 million hryvnias.
The developer was notified of his status as a suspect in the unauthorized construction on an illegally occupied land plot and the legalization of property obtained by criminal means on an especially large scale. The maximum penalty is up to 12 years in prison with confiscation of property.
The issue of a pretrial measure for the suspect and the seizure of the illegally constructed property is currently being resolved. The pretrial investigation is ongoing.

Prosecutor General Kravchenko disappeared after the start of the operation by the National Anti-Corruption Bureau (NABU) and the Special Anti-Corruption Prosecutor’s Office (SAPO).
