In Odessa, a developer is suspected of seizing protected land for a luxury residential complex
In Odesa, the director of a construction company has been charged with the unauthorized seizure of land designated as a nature reserve and the illegal construction of a residential complex.
This was reported by the Office of the Prosecutor General.
According to the investigation, in 2015, the entrepreneur purchased an unfinished reinforced concrete structure near the Odessa Sports Palace. The contract provided for the right to further renovate the building.
However, between 2015 and 2021, according to law enforcement, the developer expanded the project’s footprint by nearly double, unlawfully occupying additional land plots.
The following were constructed on the illegally seized territory:
- a 30-story residential building with apartments;
- transformer substations;
- a playground;
- parking spaces;
- visitor parking lots;
- checkpoints;
- other infrastructure of the complex.
The investigation established that the occupied land is state-owned and is part of the nature reserve fund of the Primorsky District of Odessa.
Law enforcement officials note that all completed structures were located outside the boundaries of the plots officially designated for construction.
According to preliminary estimates, the developer’s actions caused over 16 million hryvnias in damages to the state.
The company’s director was notified of suspicion under Part 4 of Article 197-1 of the Criminal Code of Ukraine—unauthorized occupation of particularly valuable land and illegal construction on it.
In Chernivtsi, an indictment has been filed against a 42-year-old director of a construction company who is accused of multiple crimes. His actions resulted in losses for 33 citizens, totaling over $2.3 million.
The Pechersk District Prosecutor’s Office of Kyiv filed a lawsuit against the developer of a residential complex on Zaliznychne Shosse for failure to pay a share contribution.
