Ukraine will reinstate child benefits for internally displaced persons regardless of family income
Ukraine is resuming the provision of living allowances for children of internally displaced persons (IDPs) regardless of their parents' income.
This was announced by the Ministry of Social Policy of Ukraine.
The Ministry of Social Policy developed the relevant changes to the procedure for providing assistance, and the initiative has already been supported by the Cabinet of Ministers of Ukraine. The changes expand access to social support for families with children affected by the war.
Under the updated rules, payments to IDP children will be granted regardless of the family’s income level. Payments will begin on February 1, 2026, provided an application is submitted by May 1, 2026. If an application is submitted later, assistance will be granted starting from the month the application was filed.
The Ministry of Social Policy emphasizes that these changes are aimed at supporting children and families who have lost their homes or stable living conditions due to the war, as well as at restoring social justice.
In addition, the Ministry of Community and Territorial Development is launching an initiative to repurpose abandoned administrative buildings and dormitories into apartments for IDPs.
Internally displaced persons from temporarily occupied territories who have lost their homes can receive a “Housing Voucher” worth up to 2 million UAH. The program is part of the comprehensive state project “eRecovery,” supported by international partners, including the World Bank, the Eastern Europe Foundation, and other financial donors that support housing programs for internally displaced persons.
