Ukraine has simplified the rules for renewing deferments from mobilization
The Cabinet of Ministers of Ukraine has approved changes that allow those subject to military service to renew their deferment from conscription on new legal grounds without the risk of being mobilized while their documents are being reviewed.
According to the Ministry of Defense of Ukraine, the previous deferment will remain valid for the duration of the commission’s review of the application. Until a final decision is made, citizens will also not be required to undergo a mandatory military medical examination.
The new procedure stipulates that the current deferment remains in effect for the entire duration of the review of the new application (unless there are other grounds for its revocation). If the renewal is approved, the previous status will be revoked only after the updated data has been entered into the “Oberig” Unified State Register. If the commission denies the renewal, the current deferment will still remain valid until the end of its originally established term.
Applications for obtaining or renewing a deferment can now be submitted through the Administrative Service Center (ASC) using the “Diya” portal. The system will automatically verify whether the individual is registered for military service and whether they have any active statuses. The application form will be blocked if the person is not registered or already has a valid deferment, except in cases of renewal or if less than 30 days remain until the deferment expires.
The commission has seven business days from the date of registration to review the documents. If it is necessary to submit requests to other government agencies to verify the data, this period may be extended to a maximum of 15 business days. Once a positive decision is made, the information in the “Oberig” registry is updated within one calendar day. A separate government resolution specifies the procedure for granting deferrals to civil servants and reserved employees of enterprises.

Law enforcement officials in Zakarpattia have uncovered a scheme involving the illegal employment of individuals subject to military service, followed by the issuance of “reserve” status to exempt them from mobilization. According to the investigation, the director of a private college and the head of the educational institution’s legal department—who is also a lawyer—were involved in organizing the scheme.
Earlier in the capital, law enforcement uncovered a scheme of illegal evasion of mobilization. A 51-year-old woman from Kyiv is suspected of extorting $18,000 in exchange for securing an exemption from mobilization, a deferment from conscription, and arranging for a person subject to military service to travel abroad.
