Ukraine Has Approved Procedures for Developing a Unified Demining Plan

The Ukrainian government has approved a new procedure under which the Ministry of Defense’s Mine Action Center will prepare a unified humanitarian demining plan each year, and the National Mine Action Authority will approve it. 

The introduction of a clear, unified schedule and a standardized procedure is intended to eliminate duplication of work among operators, optimize the use of resources, and enable communities to transparently declare their needs for clearing territories.

Under the new regulations, operators must submit data on their technical and human capabilities by October 1; regional military administrations must compile requests from communities by November 15; funding allocations must be made public by December 1; and the preparation and final approval of the document will be completed by December 30. Once the plan is approved, the Mine Action Center will publish three lists of territories—for non-technical surveys, direct demining, and quality control. Monitoring of implementation will be ongoing: in the event of violations of deadlines or work volumes, operators will be given 15 days to rectify the deficiencies, after which they may be replaced. The new procedure does not apply to active combat zones or temporarily occupied territories.
