A scheme involving illicit profits from recyclable materials at a solid waste landfill was uncovered in Uzhhorod

An illegal enrichment scheme involving waste from the city’s solid waste landfill has been uncovered in Uzhhorod. According to the investigation, recyclable materials were illegally removed from the municipal landfill for nearly a year without proper accounting or revenue being reported to the budget.

This was reported by the Office of the Prosecutor General.

According to law enforcement, the scheme was organized by the director of the municipal enterprise, who is a current member of the Uzhhorod City Council. Two representatives of private businesses were also involved in the scheme.

The scheme involved allowing unauthorized individuals and equipment onto the landfill site. There, waste was sorted without any oversight or documentation. The sorted recyclables—plastic, paper, and polyethylene—were stockpiled, transported, and sold through a private company. According to the investigation, a portion of the profits was transferred to the official.

In March–April 2026, the deputy was documented as having received 50,000 UAH in illicit benefits.

According to expert estimates, between May 2025 and April 2026, approximately 100 tons of plastic, over 120 tons of waste paper, and several tons of polyethylene were illegally sold. The total value of the transactions exceeded 660,000 UAH.

The official has been notified of suspicion of abuse of office resulting in serious consequences. The company’s manager and the director of the corporation have also been notified of suspicion; they are charged with aiding and abetting.

The pre-trial investigation is ongoing.

Earlier, the Security Service of Ukraine gathered evidence against the captain of a foreign vessel belonging to the Russian Federation’s “shadow” fleet, which was detained in Odesa in December 2025. According to the investigation, he was attempting to illegally export a shipment of steel pipes from the port city under the flag of an African country.

Earlier, the Counterintelligence Directorate of the Security Service of Ukraine detained a Russian agent in the Donetsk region who was collecting coordinates for airstrikes on Defense Forces facilities.
