Starting July 1, Ukrainians will pay the military levy under new rules

On July 1, 2026, updated rules for the allocation of proceeds from the military levy took effect in Ukraine. 

From now on, all collected funds will be directed exclusively to a special fund of the State Budget, from which they will be used specifically to pay salaries to servicemembers of the Armed Forces of Ukraine.

The press service of the State Tax Service officially announced these changes. 

This decision is enshrined in Law of Ukraine No. 4908-IX of June 10, 2026, “On Amendments to the Law of Ukraine ‘On the State Budget of Ukraine for 2026’ Regarding Financial Support for the Security and Defense Sector.”

In connection with the transition to the new funding mechanism, the State Treasury Service has opened updated budget accounts for the payment of the levy. 

These correspond to the budget revenue classification codes 11011000, 11011001, 11011600, 11011700, and 11011800.

To prevent errors during transactions, tax authorities strongly recommend that businesses and citizens verify the current account details. 

All necessary information can be found in the Taxpayer’s Electronic Account or on the official website of the State Tax Service.

It is worth noting that the Verkhovna Rada previously adopted a decision to extend the military levy for three years after the end of the war. 

This step has become one of the key structural milestones within the new financial cooperation program with the International Monetary Fund.

At the same time, the issue of the targeted use of these funds remains a subject of debate in political circles. 

In particular, Ukrainian MP Yaroslav Zheleznyak has repeatedly expressed his views on the problems surrounding the administration and distribution of these tax revenues.

Petro Poroshenko, the fifth President of Ukraine and leader of the European Solidarity party, has also strongly criticized the government’s previous approaches to managing these resources. 

He noted: “They tried to deceive you, because at first the law was called a military levy, but the money went toward ‘faking,’ ‘checking,’ ‘baking,’ and other populist nonsense.”
