Starting January 1, 2027, people with disabilities will receive new types of support

Starting January 1, 2027, people with disabilities and their families will receive updated cash benefits and additional social services as part of the implementation of Law No. 4955-IX. This was announced by Halyna Tretyakova, Chair of the Verkhovna Rada Committee on Social Policy and the Protection of Veterans’ Rights.

The new system combines financial assistance and social services, and its base amount will be calculated based on 4,000 hryvnias. For children with disabilities in subgroup A and individuals with disabilities since childhood in Group I, subgroup A, monthly payments will range from 16,000 hryvnias, of which 8,000 hryvnias is the base benefit and 8,000 hryvnias is a care allowance. For Group II, a basic payment of 4,000 hryvnias and 3,000 hryvnias for the need for constant care are provided, and for Group III—3,000 hryvnias and an additional 3,000 hryvnias under similar conditions. The total cost of all state support, including social services, can reach 71,000 hryvnias per month.

In addition to financial payments, the state program provides social services, including support during inclusive education and the option of two weeks of temporary care for a child or adult to allow parents to rest. For children under four years of age with developmental disabilities, an early intervention service is being introduced, supervised by a specialized social worker. During the first five years, key basic services will be funded from the state budget.

A pilot project has been launched in Ukraine under which certain categories of male and female veterans can receive long-term medical care free of charge. The service is intended for people who, due to injuries, trauma, or serious illnesses, require ongoing medical, rehabilitative, and social assistance.

The government is launching a large-scale housing support program for veterans.
