Zelenskyy signed a law on a €90 billion loan from the EU

Ukrainian President Volodymyr Zelenskyy has signed a law ratifying the agreement on macro-financial assistance as part of the €90 billion credit support program for Ukraine. The document provides for the use of European funding to support the country’s economy and stability.

This was reported with reference to the bill’s summary on the parliament’s website.

The agreement establishes a legal framework for receiving €90 billion. The allocation of funds will include: €60 billion to strengthen Ukraine’s defense and industrial capabilities, and €30 billion for budgetary support.

It is expected that this year the state will receive €28.3 billion for the procurement of weapons and €16.7 billion to provide macro-financial support.

The Loan Agreement specifies the detailed technical, financial, and procedural aspects of raising funds within the total amount of up to €90 billion, their allocation to the budgetary and defense components, as well as the loan repayment mechanism (exclusively through reparations from the Russian Federation).

At the same time, the Memorandum of Understanding defines the general aspects of receiving a portion of budgetary support of up to 8.35 billion euros in 2026.

In particular, it specifies the timing, amount, and purpose of the assistance, as well as the conditions for implementing policy measures across three components: mobilization of domestic revenues, sustainability and efficiency of public spending, and public financial management systems.

The subsequent entry into force of the Loan Agreement and the Memorandum of Understanding following their ratification will allow Ukraine to attract an unprecedented amount of European Union financial resources totaling up to €90 billion in 2026–2027, which will have a significant positive impact on the country’s transformation in the following areas:

  • in the field of defense and security—direct allocation of resources to substantially strengthen Ukraine’s defense-industrial potential, procure weapons, develop domestic production of defense products, and meet the priority needs of the defense sector;
  • in the area of public finance management—implementation of the Memorandum’s measures will ensure a qualitative transformation of the system through the mobilization of domestic revenues, increased sustainability and efficiency of public spending, and the improvement of public finance management systems.

At the same time, receiving the remaining portion of budget support based on the results of implementing Ukraine’s Plan under the Ukraine Facility, approved by a Cabinet of Ministers resolution, will contribute to the reform of priority sectors of the economy and the public sector.

Zelenskyy expressed readiness for mutually beneficial relations with Georgia.

Prior to this, Volodymyr Zelenskyy signed decrees No. 317/2026 and No. 318/2026 awarding state honors to over 1,000 Ukrainian servicemen, some of whom received the awards posthumously.
