Zelenskyy signed a law increasing benefits for children and people with disabilities
Volodymyr Zelenskyy signed a law that will reform the state assistance system starting in 2027. Specifically, the minimum payment for children with disabilities will be 8,000 hryvnias, and 90% of the assistance provided to children fully supported by the state will be accumulated in bank deposits.
The law provides for a comprehensive increase in social guarantees for families raising children with disabilities, as well as for adults with disabilities who have had them since childhood.
Starting January 1, 2027, state social assistance for children with disabilities under the age of 18 will amount to at least 8,000 hryvnias.
For individuals with disabilities since childhood in Group I, the assistance will also amount to at least 8,000 UAH; for Group II—4,000 UAH; and for Group III—3,000 UAH.
The law also increases care allowances. For a child with a disability in subgroup A, the allowance will be at least 8,000 UAH. If the need for care is confirmed by a relevant medical assessment, at least 4,000 UAH will be paid.
For individuals with disabilities since childhood in Group I, Subgroup A, the allowance will be at least 8,000 UAH; for Subgroup B—4,000 UAH. Single individuals with disabilities since childhood in Groups II–III are entitled to at least 3,000 UAH.
Separately, the law changes the procedure for paying benefits to children residing in institutions fully funded by the state.
Instead of the current mechanism, a single principle will be introduced for all children: 10% of the benefits will be transferred to the child’s checking account, and the remaining 90% to a savings account, where the money will accumulate until the child turns 18.
Officials at these institutions will be prohibited from using these funds. Starting at age 14, the child will be able to independently manage the money in their checking account.
The system will also change for adults who are fully supported by the state. Currently, 25% of the assistance goes to their personal account, and 75% to the institution. After the changes, payments will be distributed equally: 50% will go to the individual, and 50% to the institution.

As a reminder, the dollar and the euro have depreciated according to the NBU exchange rate as of September 14, 2026.
The High Anti-Corruption Court imposed a preventive measure on Oleksiy Stupak, chairman of the board of Sens Bank, in the form of a bail bond of 15 million hryvnias, which must be paid within five days. The prosecutor’s office had demanded 150 million hryvnias.
Searches were also conducted at Sens Bank as part of a special anti-corruption operation by the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO).
