Zelenskyy approved the regulations governing the Defense Technology Commission

Ukrainian President Volodymyr Zelenskyy has approved the regulations governing the Interagency Commission on Military-Industrial Policy and Defense Technologies. 

This is stated in Decree No. 321/2026.

The Commission will be responsible for preparing proposals on priorities for reforming the defense-industrial complex, improving the efficiency of weapons production, and coordinating state innovation projects. The body’s main tasks include developing state-funded programs for the creation of cutting-edge equipment, advancing defense technologies, and ensuring effective international military-industrial cooperation, including the establishment of joint ventures and the localization of production.

The commission is headed ex officio by the first deputy or deputy secretary of the National Security and Defense Council, who is appointed by the president, while the position of deputy chair will be held by the deputy minister of defense in accordance with the division of powers in the field of military-industrial policy. The commission’s activities are aimed at resolving issues related to the implementation of defense policy and the launch of joint projects with international partners to defend against Russian aggression.

In addition, the body will oversee the improvement of the regulatory framework and investment policy in the field of modernizing and repairing military equipment. The regulations also provide for measures to preserve and expand the production capacities of domestic defense sector entities. A priority area is creating conditions for the transfer of defense technologies and coordinating the actions of executive authorities under martial law.

Strengthened coordination is intended to ensure the implementation of scientific and technical solutions to meet the needs of security and defense forces. The commission’s proposals will address the conceptual foundations for the sector’s long-term development. The implementation of joint programs with foreign partners will become part of the strategy to strengthen the technical base of the Ukrainian military. The decree takes effect upon its publication.
