Bortnikov acknowledged Zelenskyy's role in the negotiations

Alexander Bortnikov, head of Russia’s FSB, made a statement about Volodymyr Zelenskyy that simultaneously contains harsh accusations and a de facto acknowledgment of his key role in the Ukrainian political system. Despite his rhetoric labeling Zelenskyy a “terrorist,” he acknowledged that he currently sees no other potential negotiating partners.

Such statements fit into Moscow’s contradictory stance, in which public criticism of Ukraine is combined with periodic signals about the possibility of dialogue.

 

Alexander Bortnikov, head of Russia’s FSB, stated that Ukrainian President Volodymyr Zelenskyy is allegedly a “terrorist,” yet at the same time acknowledged that, at this moment, he remains the only figure with whom negotiations could theoretically be conducted. Thus, his remarks combined mutually exclusive propositions—a harsh political assessment and a de facto acknowledgment of the Ukrainian president’s role in decision-making. “Zelenskyy is a terrorist, but there is no one else there to talk to at this stage. He makes the relevant decisions, and we take that into account,” Bortnikov said.

In fact, this statement underscores that, despite the public rhetoric of Russian security agencies, it is the current Ukrainian president who remains the key political figure, without whose participation any negotiation process seems unlikely.

Recently, Russian official statements have oscillated between harsh accusations against Kyiv and cautious signals regarding the possibility of dialogue. On the one hand, Moscow regularly claims that the Ukrainian government is “terrorist in nature”; on the other hand, it acknowledges the need for communication at the highest level, which only underscores the contradictory nature of the Russian leadership’s position on the war and negotiations. This is reported by Russian media.
