Usov also noted that 16% of the prisoners in Ukrainian camps are citizens of Ukraine, of which 6% are Crimeans. In connection with these events, it is planned to amend the legislation to prevent the return of Ukrainians to the Russian Federation during the exchanges. The Secretary emphasized the importance of adhering to the principle of "Ukrainian for Ukrainian" exchanges to ensure that those released remain in Ukraine. Recently, there have also been cases where Russian special services have tried to involve relatives of prisoners in cooperation.
