Two officers of the Russian Federation's Black Sea Fleet have been charged in connection with attacks on the energy sector
The Office of the Prosecutor General announced that it has charged two officers of the Russian Federation’s Black Sea Fleet, whom investigators believe were involved in planning and carrying out missile strikes on Ukraine’s civilian infrastructure. Specifically, these involve attacks using “Kalibr” cruise missiles against energy facilities.
Law enforcement officials have identified two Russian military personnel who served in the 30th Division of Surface Ships of the Russian Black Sea Fleet. They are captains of the 1st and 2nd ranks.
According to the investigation, they were involved in organizing and carrying out missile strikes against Ukrainian civilian and critical infrastructure.
One of the suspects, serving as chief of staff—deputy division commander—was responsible for organizing, planning, and coordinating missile strikes by subordinate forces.
The other commanded the frigate “Admiral Makarov,” armed with “Kalibr” sea-launched cruise missiles. He was directly responsible for the use of the ship’s missile armament and the execution of combat missions.
The investigation documented, in particular, their involvement in the attack on October 18, 2022. At that time, from the Black Sea, the frigate “Admiral Makarov” launched two “Kalibr” missiles at the Prydniprovska Thermal Power Plant in Dnipro.
The strike damaged buildings, property, and equipment at the power plant. Residential buildings and vehicles belonging to civilians were also damaged.
Prosecutors and investigators are systematically identifying specific Russian military personnel involved in the missile strikes on Ukraine’s civilian infrastructure, determining their roles in planning and carrying out the attacks, and gathering evidence to bring those responsible to justice.

A second Russian serviceman has been charged with a crime in the Kherson region.
“Russia is losing the war against Ukraine and is becoming increasingly exhausted,” said Melnik.
As of August 25, the Russian army had lost another 1,230 soldiers over the past 24 hours. Russia’s total combat losses since the start of the full-scale invasion have reached approximately 1,479,300 people.
Russia must end the war against Ukraine by 2030 due to the alleged readiness of NATO countries for a direct confrontation with Moscow. This statement was made by Russian State Duma Deputy Lieutenant General Viktor Sobolev.
