In the occupied Luhansk region, 300 Ukrainians without Russian passports were issued administrative citations

In the temporarily occupied Luhansk region, Russian occupation authorities have issued more than 300 administrative citations in ten days against Ukrainian citizens who have not obtained Russian passports. There have also been reports of more than 40 cases of so-called “expulsion.”

According to the Eastern Human Rights Group, these actions were carried out as part of Operation “Illegal-2026,” which targets residents who have refused to acquire Russian citizenship. People are being forced to undergo “legalization” under Russian law, and if they refuse, they are accused of violating immigration rules and fined.

Human rights activists note that the fine can reach 40,000 rubles. After filing administrative charges, the occupying authorities threaten forced expulsion from Russia, using this as a means of pressure on residents of the occupied territories.

The Eastern Human Rights Group emphasizes that in this way, Russia is effectively forcing Ukrainians to recognize the jurisdiction of the occupying state in order for them to remain in their own homes.
