Russia's largest oil refinery halted operations following a drone attack

The Omsk Oil Refinery—Russia’s largest refinery, owned by Gazprom Neft—completely halted oil processing following a drone attack on July 6.

According to Reuters, the AVT-10 primary oil refining unit—which accounted for about 38% of the plant’s production capacity, or approximately 24,500 metric tons of oil per day—was damaged and caught fire during the strike.

In addition, another unit—AVT-11, which is responsible for refining about 24,000 metric tons of crude oil and 3,400 metric tons of gas condensate per day—was shut down in emergency mode. According to the agency’s sources, the unit itself was not damaged, but the inter-shop utility lines necessary for its operation were affected. It is expected that the unit may be restarted in the near future.

Following the attack, the Omsk Oil Refinery suspended the sale of wholesale batches of gasoline and diesel fuel on the St. Petersburg Commodity and Raw Materials Exchange. The facility accounts for about 8% of Russia’s total oil refining capacity.

The Omsk Oil Refinery, located approximately 2,500 km from the Ukrainian border, had previously been the only one of Russia’s largest oil refineries that had not sustained damage. Earlier this year, refineries in Kirishi, Ryazan, Nizhny Novgorod, and Nizhnekamsk were also targeted.

The General Staff of the Armed Forces of Ukraine confirmed the strike on the Omsk oil refinery, located nearly 2,500 kilometers from the state border. A direct hit followed by a fire was recorded on the refinery’s premises. 

The plant specializes in producing a wide range of fuels, lubricants, and petrochemical products. In particular, it produces high-octane automotive gasoline grades AI-92, AI-95, and G-Drive 100; Euro-5-compliant diesel fuel; and TS-1 and RT aviation kerosene. The plant also produces benzene, paraxylene, orthoxylene, raw materials for carbon black, and motor and industrial oils.
