The occupiers are preparing to hand over more than 34,000 apartments and houses belonging to Ukrainians to the Russians
The Russian occupation authorities have already confiscated or designated for confiscation at least 34,002 properties belonging to Ukrainians in the temporarily occupied territories.
These include apartments, private homes, and summer cottages, which may subsequently be transferred to Russian citizens.
The largest number of such properties has been recorded in Mariupol—14,308 properties, Luhansk—6,975, and Melitopol—3,033.
The occupying authorities are re-registering the real estate under Russian law and declaring the properties “ownerless.” Owners are often not notified that their property has been added to the relevant lists. To retain ownership, Ukrainians must obtain a Russian passport and travel to the occupied territory in person.
In late 2025, Vladimir Putin signed a law allowing such housing to be transferred to regional authorities for subsequent distribution among Russian citizens.
