The occupiers seized 42 apartments and houses in Novoaydar
The head of the occupation administration of the Novoaydar Municipal District in Luhansk Oblast, appointed by the Russians, has been notified that she is suspected of violating the laws and customs of war. According to the investigation, Marina Filippova is implicated in the forcible seizure of 42 properties.
These include apartments and private homes in Novoaydar and neighboring Petropavlivsk, which the occupying authorities declared “ownerless.” The owners did not consent to the seizure of their property and did not receive compensation for it.
The investigation established that from November 25, 2024, to January 30, 2025, Filippova signed three decisions on the basis of which the real estate was transferred to the control of the occupying administration. Some of the properties belonged to Ukrainians as private property, while others were communal property of the Novoaydar community.
According to the prosecutor’s office, the seized housing was intended to be used to house Russian military personnel, as well as employees of the FSB, the Ministry of Internal Affairs, the Russian National Guard, the prosecutor’s office, and the Investigative Committee. It could also have been allocated to people loyal to the occupation administration.
After the occupation of Luhansk Oblast, Filippova began working for the illegal bodies established by Russia. In October 2023, she was appointed the so-called “head” of the occupied Novoaydar Municipal District.
Her actions were classified under Part 1 of Article 438 of the Criminal Code of Ukraine—violation of the laws and customs of war. At the same time, a notice of suspicion is not a verdict, and the final legal assessment must be made by a court.

Russian dictator Vladimir Putin has not yet made a decision regarding his participation in the G20 summit and, accordingly, regarding a meeting with Ukrainian President Volodymyr Zelenskyy.
As a reminder, Zelenskyy effectively proposed to the Kremlin leader that they hold a face-to-face meeting specifically during the G20 summit in December 2026.
U.S. President Donald Trump has not yet decided whether to invite Russia to the G20 summit, which will take place on December 14–15, 2026, in Miami.
