Following a drone attack, Lukoil's refinery shut down one-third of its production capacity
One of Lukoil’s largest oil refineries—Permnefteorgsintez—shut down about one-third of its production capacity following a drone attack on July 29. Reuters reported this, citing industry sources.
According to the agency, the plant emergency-shut down its primary oil refining unit, which has a capacity of nearly 13,000 metric tons per day—representing about 34% of the refinery’s total capacity. At the same time, the refinery has three other units that will allow it to maintain operations at approximately 75% of its design capacity.
“Permnefteorgsintez” is among the ten largest oil refineries in Russia and is Lukoil’s second-largest facility in terms of capacity. According to Reuters, this is already the seventh major Russian refinery to have sustained damage from drone attacks since early July.

As a reminder, the Ukrainian military has moved away from massive strikes on Russian oil refineries and adopted a more precise strategy. According to the Financial Times, the Ukrainian Armed Forces are increasingly targeting critical pieces of equipment, the damage to which could halt operations for an extended period and inflict greater economic losses on Moscow.
The General Staff confirmed strikes on an oil refinery in Perm and a military training ground in occupied Zaporizhzhia.
