The UN Security Council will discuss Russia's missile attacks against Ukraine on March 23

Today, March 23, 2026, the UN Security Council is convening an emergency meeting at Ukraine’s request to discuss the ongoing missile attacks by the Russian Federation. 

This was reported by Ukrinform.

The meeting will begin at 9:00 p.m. Kyiv time and will be chaired by the United States, which holds the presidency of the Council this month.

The meeting will be led by U.S. Deputy Secretary of State Christopher Landau. Notably, earlier in March, the wife of U.S. President Donald Trump already presided over one of the Security Council meetings, which set a historic precedent.

The key speakers from the UN Secretariat will be Rosemary DiCarlo and representatives of the Office for the Coordination of Humanitarian Affairs. They are expected to provide up-to-date information on the consequences of strikes on Ukraine’s civilian and energy infrastructure.

The Ukrainian delegation plans to once again emphasize its “red lines” in the context of discussions on peace plans. 

Kyiv insists that the occupied territories cannot be recognized as Russian and that the right to freely choose defense alliances must be preserved.

In parallel with diplomatic efforts, the active phase of strikes against the aggressor’s rear infrastructure continues. On the night of March 23, unidentified drones attacked an oil terminal in the port of Primorsk in the Leningrad region.

Primorsk is one of the Russian Federation’s largest export hubs on the Baltic Sea, with a capacity of up to 75 million tons of oil per year. The region’s governor confirmed that a fuel tank was hit and that a large-scale fire broke out at the facility.

According to local sources, the attack was met with air defense and electronic warfare systems, but the fire could not be prevented. 

All terminal personnel were urgently evacuated; there is currently no information on casualties.

As a reminder, the occupiers attacked residential buildings and a port in the Odesa region with drones.

Russian troops also launched a massive attack on the Dnipropetrovsk region.
