Russia Will Not Be Able to Restore Water Supply to the Temporarily Occupied Territories Before Winter, According to the National Security and Defense Council

Russia is failing to address the water crisis in Ukraine’s temporarily occupied territories. The occupation administrations are unable to keep up with repairs to the water supply systems, which means local residents may be left without a stable water supply as early as this winter.

According to the National Security and Defense Council, while delivering water to people with limited mobility and the elderly, representatives of so-called “volunteer” organizations are offering them the opportunity to move to Russia.

People are allegedly offered accommodation in guesthouses or nursing homes. At the same time, they are promised that their relocation and other expenses will be covered.

“They promise to cover moving expenses and other costs, but in return they ask for documents proving ownership of a house or plot of land, explaining that this is necessary to set up a ‘volunteer headquarters’ there to help others,” the CNS statement reads.

As a result, people who are already unable to secure their own water supply face the additional risk of losing their homes and land plots.

The Center for National Resistance emphasizes that instead of fully restoring water supply systems, the occupation administration is creating conditions under which humanitarian aid can be used as a tool to pressure local residents.

“Instead of restoring water supply, the occupation administration is creating conditions in which even basic aid can be used to pressure the population,” the NRC emphasized.

The agency noted that Russia is not actually resolving the water crisis in the temporarily occupied territories but is merely attempting to conceal its consequences.

According to the National Resistance Center’s assessment, local residents risk facing the winter without stable access to water and without any guarantee that the occupying authorities will be able to provide them with the necessary assistance.

Russia is preparing to hold illegal “elections” to the State Duma in the temporarily occupied territories of Ukraine. Voting is scheduled for September 18–20, 2026.

Through its Foreign Intelligence Service, Russia has launched a new propaganda campaign to create the illusion of legitimacy for the September “elections” to the State Duma. A statement from the SVR claims that the EU, PACE, and Western intelligence agencies are allegedly preparing destabilization efforts, cyberattacks, and provocations, as well as enlisting the Russian opposition to discredit the vote.

Earlier, the Center for Political Analysis explained why Putin is terrorizing Kyiv and the surrounding region.

Earlier, Russia attacked a facility in Novhorod-Siverskyi.

As a reminder, one person was killed and eight were wounded as a result of a massive attack on the Kyiv region.

Russia also launched a massive missile attack on Kyiv overnight, resulting in fatalities.
