Russia has included Sloviansk, Kramatorsk, and Svyatogorsk in its electoral district for the State Duma elections. These Ukrainian cities, which are not under Russian control, have been incorporated into the Horlivka single-member constituency No. 15.

Petro Andriushchenko, head of the Center for the Study of the Occupation, noted that Russia has officially included Kramatorsk, the Sloviansk, Kostiantynivka, and Krasnoliman districts. In total, the Russians have “already registered 550,973 voters” for this district.

“In other words, Kramatorsk and Sloviansk, which Russia does not control, are already legally part of a Russian electoral district from which a deputy to the State Duma of the Russian Federation will be elected in September,” Andriushchenko stated.

He also reported that, under Russian occupation legislation, the city of Svyatogorsk has been classified by Russia as part of what it considers its Svyatoslavsky Municipal District. This Sloviansk Municipal District has already been included in Electoral District No. 15 for the State Duma “elections.”

“A brilliant setup. There is no Russian army in Sloviansk. There is no Russian administration in Kramatorsk. Russia itself acknowledges that Svyatogorsk is not under its control. Yet there will be a deputy from these territories in the Russian State Duma,” Andriushchenko remarked sarcastically.
