In Russia, the prosecutor’s office has requested a 13-year prison sentence for Sergei Yefimov, the former head of the FSB’s NII-1 research institute. He is accused of embezzling funds during the development of the “Obereg” anti-drone system. The case also involves accountant Marina Khalandach, for whom the prosecution is seeking nine years in prison.
In Russia, former head of the FSB’s NDI-1 Sergei Yefimov could face 13 years in prison in a case involving the embezzlement of funds allocated for the creation of portable electronic warfare systems. This was reported by the publication “Kommersant.”
Accountant Marina Khalandach is on trial alongside Yefimov. The prosecution has requested a nine-year prison sentence for her. In addition, the prosecution is asking the court to impose fines of 2 million rubles on both defendants and to recover the damages caused. In the military court, Sergei Yefimov and Marina Khalandach were charged under several articles. These include fraud on an especially large scale, the legalization of illegally obtained funds, and abuse of official position during the execution of a state defense contract.
The case materials mention three episodes related to the development of the “Oblik-RM-22,” “Obereg-22,” and “Obereg-23” systems. According to the investigation, it was during work on these projects that budget funds may have been embezzled.
The “Obereg” complex belongs to a family of compact mobile electronic warfare systems. It was created to counter FPV drones. According to the developers, the system is intended for mobile units and is capable of jamming quadcopter control signals at a distance of up to 500 meters. As Kommersant reports, the case specifically concerns the financing and development of these systems. The final decision on the punishment of the defendants is to be made by the court.
Previously, Sergei Yefimov headed one of the departments at NII-1 of the Russian FSB, which is engaged in research and development in the field of security and special equipment. If the court upholds the prosecution’s position, the former FSB employee could face one of the harshest sentences in cases related to the fulfillment of defense contracts. Accountant Marina Khalandach faces up to nine years in prison.
The prosecution is also insisting on compensation for the damages caused and the payment of multi-million-ruble fines. The trial is currently ongoing. Kommersant notes that the charges are related to the development of the “Oblik-RM-22,” “Obereg-22,” and “Obereg-23” systems, which were created to counter FPV drones. "Obereg" was positioned as a compact mobile system capable of jamming drone control signals at a distance of up to 500 meters. This is reported by Russian media.
