The SBU has exposed a Russian general who led the offensive on Chernihiv and Sumy
The Security Service of Ukraine and the prosecutor’s office have formally charged Russian Lieutenant General Sergei Kisel, who directly commanded military operations at the start of the full-scale invasion, in absentia.
This was reported by the Security Service of Ukraine.
The commander of the 1st Tank Army of the aggressor country’s Western Military District is accused of systematically destroying civilian infrastructure in the Chernihiv and Sumy regions.
The investigation established that in February-March 2022, Kisel commanded the 4th Tank Division, known as the “Kantemirovskaya.”
Under his direct command, Russian military units entered Ukrainian territory and attacked populated areas, using heavy weapons against the civilian population.
According to the case file, on the general’s orders, his troops fired almost point-blank at residential buildings and administrative structures.
The occupiers used heavy armored vehicles and barrel artillery for their attacks, resulting in widespread destruction and numerous casualties among Ukrainians.
As a result of the criminal actions of units under Kisel’s command, 137 civilians were killed in the Sumy region alone, including eight children.
Hundreds of families were left homeless due to the deliberate destruction of residential buildings by artillery fire.
“Based on the evidence gathered, investigators from the Security Service have formally notified Kisel in absentia of his status as a suspect under Part 2 of Article 437 of the Criminal Code of Ukraine (waging an aggressive war),” law enforcement agencies officially stated.
Documents are currently being prepared to place the Russian high-ranking official on the international wanted list.
As a reminder, Ukraine has charged the organizers of the deportation of over 200 children from Donetsk Oblast.
Additionally, three Russian military personnel have been charged with the murder of a civilian in Gostomel.
