After the attack on the Moscow Oil Refinery, Sibiga addressed the Russian people

Ukrainian Foreign Minister Andriy Sibiga responded to the strike on the Moscow oil refinery and addressed the citizens of the Russian Federation.

According to the foreign minister, one of the most common questions among Moscow residents following the morning explosions was, “What’s going on?”

In response, Sibiga reminded them that it was Russia that started the war against Ukraine and has been striking Ukrainian cities and the civilian population for many years.

The minister called on Russians to ask this question of their country’s leadership and to inquire when Moscow plans to end the war.

In Balashikha, near Moscow, local residents are reporting unusual effects of the rain—black, oily stains with a burning smell are left on clothing, cars, and other surfaces.
