Authorities in the Moscow Region stated that there was no oil spill, but advised people not to go outside

The Ministry of Ecology of the Moscow Region stated that reports of an “oil rain” are unfounded, but at the same time recommended that residents limit their time outdoors due to soot settling after a fire at an oil facility.

The ministry asserts that what is being observed in Balashikha and other settlements is not “oil rain,” but rather combustion byproducts in the form of soot. To monitor the situation, authorities have set up air quality monitoring stations in Kotelniki, Reutov, Lyubertsy, and Balashikha.

Despite statements that harmful substance levels in the air have not exceeded limits, residents have been advised not to leave their homes unless absolutely necessary, to keep windows tightly closed, to wear masks outdoors, and to limit physical activity.

Earlier, residents of Balashikha and Lyubertsy reported black precipitation following a fire at an oil facility.

In Balashikha, near Moscow, local residents are reporting unusual effects of the rain—black, oily stains with a burnt smell are left on clothing, cars, and other surfaces.
