Authorities in the Moscow Region Refused to Provide Residents with the Addresses of Bomb Shelters
The administration of Kotelniki, a town near Moscow, refused to disclose information to local residents about the locations of civil defense shelters, stating that such information would be made public only during a period of mobilization or martial law.
The authorities’ response came after a local resident complained about the lack of information regarding shelters amid drone attacks in the Moscow region.
At the same time, a mobilization decree signed in September 2022 remains formally in effect in Russia.
Previously, residents of Moscow and the Moscow region had repeatedly complained that even during massive drone attacks, the authorities do not activate air raid sirens or send emergency alerts.
Officials in Kotelniki explained that the warning systems operate automatically, while the Orekhovo-Zuyevo administration stated that sirens are activated only when there is an immediate threat to specific facilities or areas.
