The Central Election Commission has called on Ukrainian citizens in the temporarily occupied territories not to participate in the so-called elections to the Russian State Duma scheduled for this week. The CEC emphasized that any “elections” or “referendums” organized by the aggressor state are completely illegitimate, and their results are legally null and void.

The commission stressed that the key principle of the electoral process is the free expression of citizens’ will, whereas the Russian Federation is attempting to impose on the world a false image of the possibility of conducting democratic procedures “at gunpoint or under the lens of a strike drone.” They described the sham voting in the occupied territories as a component of hybrid warfare and yet another documented confirmation of the aggressor state’s crimes.

In addition, Ukraine’s Foreign Intelligence Service reported that Russian special services are preparing high-profile provocations and terrorist acts in the occupied territories during this vote. Russia plans to portray these actions as operations carried out by the Ukrainian side to achieve its own military and domestic political goals.

This was reported in a post by the Central Election Commission.

Russia is preparing to hold illegal “elections” to the State Duma in the temporarily occupied territories of Ukraine. Voting is scheduled for September 18–20, 2026.

Russia plans to rig the so-called State Duma elections in the temporarily occupied territories of Ukraine, ensuring a voter turnout of over 65–70% and at least 70% support for the “United Russia” party.
