Ukraine does not agree to joint control of the Zaporizhzhia NPP with Russia — Zelensky
Ukrainian President Volodymyr Zelensky stated that the future of the Zaporizhzhia Nuclear Power Plant (NPP) remains one of the most difficult issues in negotiations to end the war.
Zelensky told journalists that Ukraine has already presented its position as part of the “20-point plan to end the war,” but there is still no consensus with the United States regarding the management model for the Zaporizhzhia NPP.
According to the president, discussions about the plant’s future lasted more than 15 hours and have not yet produced a final result.
Washington proposes a model of joint control over the Zaporizhzhia NPP among three parties — Ukraine, the USA, and Russia. In this model, each side would have roughly one-third influence, with the Americans acting as the main manager of the joint enterprise.
Zelensky emphasizes that this approach is unacceptable for Ukraine, as it would involve joint “commerce” with an aggressor state after a full-scale war.
Instead, Ukraine is promoting an alternative, which it considers a compromise. Kyiv proposes that the Zaporizhzhia NPP operate as a joint enterprise between Ukraine and the USA, without Russia’s participation. Under this approach, Ukraine would receive 50% of the electricity produced, while the USA would independently decide how to distribute or use the remaining half.
