Ukraine and Russia have agreed on all issues except one—Kushner
On September 12, U.S. President’s Special Envoy Jared Kushner stated that Ukraine and Russia had reached an agreement on all issues except the territorial one. He made this statement during the annual YES 2026 meeting in Kyiv.
According to Kushner, the U.S. hopes to hold trilateral talks between Ukraine, Russia, and the U.S. in the coming weeks.
He noted that the U.S. team is satisfied with the latest round of talks in Moscow and Kyiv. At the same time, he said, the parties do not yet share a common vision of the desired outcome, and the territorial issue remains the most difficult one.
“If Ukraine… were to agree to withdraw to this line, then, obviously, we already have the rest of the agreement drafted and agreed upon. At the moment, Ukraine does not want to do this,” Kushner said.
He explained that he was referring to a line that, in his words, Russia’s illegitimate President Vladimir Putin wants to achieve.
Kushner also reported that U.S. negotiators have gained new ideas from their discussions with the Russian side, which they hope to discuss during trilateral talks.
The next steps, which could bring the parties closer to the negotiation process, are expected to be announced within the next few weeks, Trump’s special envoy added.

Prior to that, Budanov had made a statement about a ceasefire until winter.
