Ukraine has received requests to limit strikes on Russian oil infrastructure, according to Budanov
Ukraine has received requests from international partners asking it to refrain from striking Russian oil infrastructure.
This was stated by the Head of the Office of the President, Kirill Budanov, during the 18th Kyiv Security Forum.
According to Budanov, such requests are not new and are systematic in nature.
“I personally first encountered such a request back in 2023. In other words, this isn’t something that just appeared now. It’s a systematic, so to speak, effort… Such requests exist,” he said.
He clarified that such initiatives are intensifying amid the escalating situation on global energy markets, particularly due to the crises in Venezuela and Iran.
Budanov noted that Ukraine responds to such requests with restraint, taking into account the overall security situation and its own priorities.
Separately, he commented on the U.S. decision regarding licenses to trade in Russian oil and petroleum products. According to him, the issue of sanctions pressure on the Russian energy sector depends on the situation on key trade routes, particularly in the Strait of Hormuz.
Budanov emphasized that the global energy market directly influences approaches to restrictions on Russian energy resources.
As a reminder, Ukrainian President Volodymyr Zelenskyy stated that Ukraine is responding to Russian attacks on energy infrastructure with retaliatory strikes.

Additionally, on the morning of April 15, Ukrainian “Lyuty” strike drones attacked a petrochemical plant in the city of Sterlitamak, located in the Republic of Bashkortostan, Russian Federation.
In Sterlitamak, Bashkortostan—one of the centers of the Russian Federation’s chemical and petrochemical industries—an attack was recorded on facilities that may be linked to the production of components for military equipment.
