The Russian Armed Forces have been placed on the UN's list of shame for the fourth time for crimes against children

UN Secretary-General António Guterres has included the Russian army for the fourth time on the so-called “list of shame” for gross violations of children’s rights during armed conflicts.

According to the UN’s annual report, 1,899 serious violations of children’s rights committed by Russian troops were documented in Ukraine over the past year. Among them were the deaths of 94 children and injuries to another 753.

The report notes that 2025 was the worst year since such monitoring began. Worldwide, 38,558 violations against children in conflict zones were confirmed, and the number of child killings rose by 34% compared to the previous year.

In addition to Russia, the list of parties implicated in violations of children’s rights includes armed forces and groups operating in Israel and the Palestinian territories, the Democratic Republic of the Congo, Nigeria, Myanmar, and Somalia.

The UN also documented cases of child abductions, sexual violence, the recruitment of minors into armed groups, attacks on schools and hospitals, and the obstruction of humanitarian aid deliveries.

The UN has not confirmed reports that China is training Russian military personnel.
