Belarus did not endorse the Kremlin's rhetoric about a threat from Ukraine

Representatives of Alexander Lukashenko’s regime continue to avoid spreading Kremlin narratives that portray Ukraine as a threat to Belarus. 

According to the ISW, Russian officials have accused Ukraine of a drone attack on yet another Belarusian passenger bus on Russian territory.

Specifically, on July 2, Yegor Kovalchuk, acting governor of the Bryansk region, stated that a bus traveling from Minsk to Anapa had allegedly been struck. According to him, two people were injured as a result of the incident.

At the same time, Andriy Kovalyov, a spokesperson for the General Staff of the Armed Forces of Ukraine, refuted these accusations.

The Armed Forces of Ukraine did not strike this passenger bus on July 2, he emphasized, adding that Russia is conducting a disinformation campaign to divert attention from the massive strikes on Kyiv.

Analysts noted that Alexander Volfovich, State Secretary of the Belarusian Security Council, while commenting on the incident, urged Belarusian citizens to refrain from traveling to Russia but did not accuse Ukraine of involvement in the attack.

The ISW emphasizes that Belarusian officials systematically avoid using the Kremlin’s rhetoric, which aims to portray Ukraine as a direct threat to Belarus.

Experts also noted that Russian authorities had previously used claims of an alleged attack on a Belarusian bus, which occurred on June 17, as a pretext to justify future long-range strikes on Ukrainian territory.

According to analysts, the current accusations may be part of yet another Kremlin information campaign, while official Minsk has not yet shown a willingness to fully endorse such rhetoric.

This is the conclusion reached by analysts at the Institute for the Study of War (ISW).

In addition, Belarus has urged its citizens to temporarily refrain from traveling to Russia, especially to border regions. This statement was made by Alexander Volfovich, State Secretary of the Security Council, following reports of an alleged drone attack on a Minsk–Anapa bus in the Bryansk region.
