Belarus has introduced fines for promoting LGBT issues and childlessness

Dictator Alexander Lukashenko has signed a law introducing administrative liability for promoting non-traditional relationships, transgenderism, and the “childfree” lifestyle in Belarus. 

The document, titled “On Amendments to the Codes on Administrative Liability,” officially enacts the new Article 19.16 of the Code of Administrative Offenses.

Under the new law, the term “propaganda” encompasses the dissemination of any information that shapes citizens’ perceptions of the “attractiveness” of homosexual relationships or gender reassignment. 

Also prohibited is the promotion of a conscious decision not to have children and the equating of pedophilia with acceptable behavior.

Severe financial penalties are imposed for violations of the new regulations, the amount of which depends on the offender’s status. 

For individuals, the maximum fine is 900 Belarusian rubles (approximately $275), while for sole proprietors it reaches 4,500 rubles (about $1,380).

Legal entities may be fined up to 6,750 Belarusian rubles (approximately $2,070). 

In addition to monetary penalties, the law allows for community service or administrative detention to be imposed as alternative forms of punishment for citizens.

The document places particular emphasis on protecting minors from “undesirable” information. 

If a child is exposed to propaganda materials, the fine for citizens increases to 1,350 Belarusian rubles (about $415), underscoring the severity of the new rules.

Companies that expose minors to such information face a maximum penalty of 9,000 Belarusian rubles (approximately $2,760). 

The country’s authorities justify these measures by the need to protect so-called “traditional values” and national interests.
