The Director of National Intelligence released documents from Russia's GRU based on a U.S. analysis
Tulsi Gabbard, Director of National Intelligence, released documents from Russia’s GRU regarding so-called biolaboratories in Ukraine, presenting them as an official analytical report from U.S. intelligence agencies.
The fact of the forgery was established and made public by renowned American journalist Laura Loomer, who has already submitted an official request under the Freedom of Information Act to the Office of the Director of National Intelligence to clarify the circumstances.
According to Lumer’s investigative report, Gabbard’s political team—not professional intelligence analysts—took official Russian government documents and superimposed the ODNI logo on them, passing them off as an original product of U.S. intelligence agencies.
In particular, one of the slides contains internal working materials from the American corporation Black & Veatch, which collaborated with the U.S. Department of Defense on threat reduction.
Russia claims it seized these documents during the invasion and submitted them to the UN Security Council in 2022 as “evidence” of biological weapons development in Ukraine.
Warning signs were present in the presentation itself, as the first slide of Hubbard’s document contains an intelligence assessment stating that Russia would attempt to spread false narratives about U.S. biolabs in Ukraine.
Thus, the agency’s own report warned of the disinformation that the agency’s head ultimately disseminated.
Earlier, Tulsi Gabbard publicly presented materials alleging that the United States had funded over 120 biolabs in more than 30 countries worldwide, including Ukraine, calling the published information “the hidden truth.”
She accused former NIAID Director Anthony Fauci and the Biden administration’s national security team of lying about the existence of these facilities.
According to her, some of these institutions work with dangerous pathogens as part of research aimed at enhancing pathogen functions.
However, U.S. President Donald Trump signed an executive order back in May 2025 to end federal funding for such research.
Regarding the Ukrainian case, the official noted that U.S. intelligence had previously warned: one of the U.S.-funded biolaboratories in Ukraine, where dangerous pathogens were stored, remains vulnerable due to the risk of seizure or damage by Russia.
The slides published by the National Intelligence Agency contain a map of facilities in Ukraine indicating their biosafety levels; however, a geographical analysis indicates that the map is of purely Russian origin.
The schematic images contain a number of gross geographical errors: Kyiv is placed in the wrong location, and one of the cities is labeled “Cherniv”—obviously referring to Chernivtsi.
In addition, among the locations of the so-called biolaboratories are Crimea, temporarily occupied by Russia, and “Zakarpattia,” which the authors of the presentation identified as a separate city rather than a region of Ukraine.
The Ministry of Foreign Affairs of Ukraine immediately responded to the spread of this disinformation with an official statement.
The Ukrainian diplomatic agency emphasized that all Russian accusations have been repeatedly refuted at the highest international level, particularly during official consultations in 2022.
Cooperation between Kyiv and Washington has always been exclusively peaceful and civilian in nature and has been aimed at strengthening the public health system, epidemiological surveillance, and laboratory diagnostics.
