Lindsey Graham, a Republican senator from South Carolina who died at the age of 71, remained one of the most influential and, at the same time, most controversial figures in American foreign policy in recent decades.

For Ukraine, he was particularly significant: during the years of Russia’s full-scale invasion, Graham made 10 visits to Kyiv, consistently lobbied for arms supplies and tough economic sanctions against Moscow, However, he was just as consistent in changing his views to align with the party line and Trump’s position, and these political shifts often created acute tensions in relations between Washington and Kyiv.

 

The Hawk’s Path: From McCain’s Legacy to an Alliance with Trump

In the American political system, Graham was long viewed as a classic Republican “hawk.” Together with his close friend and colleague John McCain, he spent decades advocating for a strong American presence in the world, direct confrontation with dictatorships, and uncompromising support for allies.

After McCain’s death in 2018 and Donald Trump’s rise to power, Graham demonstrated remarkable adaptability. Although he had been a critic of Trump during the 2016 election campaign, Graham later became one of Trump’s closest confidants in the Senate. This transformation allowed the senator to serve as a bridge of sorts between the traditional wing of the Republican Party and the isolationist MAGA movement.

 

Architect of Support and Sanctions Pressure

In the context of the Russia-Ukraine war, Graham took a clear pro-Ukrainian stance. Even during periods of difficult bipartisan debates on Capitol Hill, he insisted on strengthening Ukraine’s defense capabilities.

  • Military-Industrial Cooperation: During his most recent visit to Kyiv, the senator toured drone manufacturing facilities, highlighting Ukrainian innovations as one of the most advanced technological fields, and lobbied for negotiations on the licensed production of Patriot systems in Ukraine.

  • Sanctions leverage: The politician co-sponsored a bipartisan sanctions bill aimed at punishing third countries that purchase Russian oil and help Moscow circumvent Western restrictions.

  • State Sponsor of Terrorism Designation: Graham has repeatedly called on the U.S. Administration to officially designate Russia as a state sponsor of terrorism and has urged the expansion of long-range weapons supplies.

 

Public Conflict and Dispute in the Oval Office

Despite his active lobbying on behalf of Ukrainian interests, the senator’s relationship with the Ukrainian leadership was not without its challenges. The most high-profile incident occurred in early 2025 during a meeting in Washington.

Following tense negotiations in the Oval Office between Ukrainian President Volodymyr Zelenskyy, Donald Trump, and J.D. Vance, Senator Graham harshly criticized the Ukrainian leader. The politician publicly stated that the Ukrainian delegation’s style of conducting the discussion had jeopardized the conclusion of bilateral agreements on critical minerals and framework guarantees, and following the spat between Ukrainian President Volodymyr Zelenskyy and U.S. President Donald Trump, he does not know whether the U.S. “will have anything to do” with Zelenskyy. Graham concluded that Zelenskyy must either change his approach or step down from office. The Ukrainian president responded by saying that he was elected by the people of Ukraine, not by an American senator.

In a series of emotional interviews, Graham urged the Ukrainian president to “change his approach” and express greater gratitude to the American side in order to maintain bipartisan support. Despite this public controversy, the senator later returned to active diplomatic work and resumed contacts with Kyiv, visiting Ukraine for the tenth time.

A few days before his death, U.S. Senator Lindsey Graham visited the production facilities of the Ukrainian miltech company SkyFall, where he familiarized himself with the latest developments in the field of unmanned technologies. During the visit, he praised the quality of Ukrainian engineering solutions and emphasized the importance of cooperation between Ukraine and the U.S. in the field of defense innovation.

President Volodymyr Zelenskyy awarded the Order of Yaroslav the Wise, First Class, to U.S. Senators Lindsey Graham and Richard Blumenthal, the authors of anti-Russian sanctions. European politicians also received awards.
