The EU is preparing to launch the first negotiation cluster for Ukraine and Moldova
The European Union plans to officially launch the first “Fundamentals” negotiation cluster for Ukraine and Moldova during separate intergovernmental conferences to be held on June 15, 2026, in Luxembourg.
The meetings will take place on the eve of the EU General Affairs Council meeting and will be part of the process of bringing both countries closer to EU membership.
According to the EU, two separate intergovernmental conferences—one for Ukraine and one for Moldova—are scheduled for June 15, at which the first negotiation cluster is to be formally opened.
A European official stated:
“On June 15, two separate intergovernmental conferences will be held in Luxembourg for Ukraine and for Moldova,” the European source told EuroPravda.
Prior to the official launch of the process, work will continue in EU working groups and at the ambassadorial level in Brussels
It is also noted that the EU’s common negotiating position on Cluster 1 for both Ukraine and Moldova is scheduled to be approved as early as next week.
The opening of the “Fundamentals” cluster is one of the key stages in the EU accession negotiation process, as it covers the basic political and institutional requirements for candidate countries.

Ukraine and the European Union may open two negotiation clusters at once as early as June as part of the accession process. The decision became possible against the backdrop of positive momentum in negotiations, particularly with Hungary regarding issues of national minorities. A final decision is expected during international meetings in the middle of the month.
