The Council of the European Union has decided to impose restrictive measures against two organizations that, according to the EU, are involved in Russia’s hybrid activities. Specifically, these are entities engaged in the dissemination of propaganda and disinformation.

The sanctions list includes the media platform Euromore, which operates within the pro-Kremlin information architecture as an unofficial media relayer. Euromore disseminates, reworks, and legitimizes Russian narratives and disinformation aimed at a European audience. In addition, it consistently disseminates content that casts doubt on the legitimacy of EU institutions and justifies Russia’s war against Ukraine.
Restrictive measures have also been imposed on the Russian “Fund for the Support and Protection of the Rights of Compatriots Living Abroad” (Pravfond). This is one of the main instruments of the Russian Federation’s strategy of external influence and propaganda, established and funded by the Russian state. Pravfond’s legal and analytical materials are systematically used to reinforce key narratives of Kremlin disinformation, including claims about the “Nazification” of Ukraine, allegations of widespread “Russophobia,” and assertions of “systematic persecution of the Russian-speaking population in neighboring states.”
The European Council emphasized that through their activities, these entities bear responsibility for supporting the actions and policies of the Russian government that undermine democracy, the rule of law, stability, and security in the European Union and Ukraine.
In light of the new decisions, the EU has imposed restrictive measures against 69 individuals and 19 organizations involved in the Russian Federation’s destabilizing activities.
