Estonia will begin accepting prisoners from Sweden in August
Now that the Swedish Parliament has ratified the agreement with Estonia on the leasing of prisons, the first Swedish prisoners could be transferred to Estonia as early as August. For the agreement between Estonia and Sweden on the leasing of prisons to take effect, it must still be ratified by the Estonian Parliament. According to the plan, this could happen on June 10.
A day later, the government may adopt a decision regarding the budgetary provisions of the prison lease agreement, and for it to take effect, it must be promulgated by President Alar Karis. The agreement will take effect after the exchange of diplomatic notes between the parties.
“After that, practical steps will begin,” said Tiina Unuks, head of the Prison Work Organization Department at the Prison Service.
“We hope the exchange of notes will take place quickly. We have taken into account that the first Swedish prisoners may arrive at Tartu Prison in August,” Unuks added.
"The prisoners will arrive gradually. Starting when the agreement takes effect in August, 100 prisoners will arrive; by the end of the year, there will be up to 200 prisoners at Tartu Prison, and by around the same time next year, according to the agreement, there will be up to 600 Swedish prisoners in Tartu," Unuks noted.
After the agreement is ratified, the prison service will begin transferring prisoners currently held at Tartu Prison to Viru and Tallinn prisons to allow time to renovate the facilities and carry out repairs before the arrival of the Swedish prisoners.
Once the agreement enters into force, the Prison Service plans to hire more than 300 new staff members over the course of the year to work with the Swedish prisoners in Tartu.
