The European Commission will not increase import quotas for Ukrainian wheat

The European Commission has no plans to increase or revise the current import quotas for Ukrainian wheat. At the same time, Ukrainian suppliers can take advantage of a preferential quota under the World Trade Organization.

Why the European Commission Rejected Ukraine’s Request

The Ukrainian side submitted an official request to the European Commission to expand grain import quotas. However, the EC noted that trade terms between Ukraine and the European Union were revised last year, so no further changes are currently planned.

Currently, Ukraine’s standard wheat quota of approximately 1.3 million metric tons has already been fully exhausted. At the same time, the out-of-quota tariff of 95 euros per metric ton makes further direct shipments economically unviable and significantly complicates them.

An Alternative Option for Agricultural Producers

Despite the rejection, Ukrainian exporters can take advantage of another instrument—a separate EU general quota for third countries, which operates under World Trade Organization (WTO) rules. Its volume is 2.3 million metric tons, and it remains almost entirely unused at this time.

The tariff on shipments under this general quota is 12 euros per metric ton. Given the limited capacity of Black Sea logistics, this mechanism could partially compensate for exports to the EU that were typically directed to other foreign markets.

This was reported by Oleksandra Avramenko, chair of the UCAB Committee on European Integration, during the “Grain and Processing 2026” conference, according to Latifundist.com.
