The European Commission has confirmed Ukraine's readiness to open all negotiation chapters
A spokesperson for the European Commission stated that Ukraine and Moldova have completed their technical preparations for EU accession “in record time,” despite challenging conditions and Russian aggression. Both countries have demonstrated significant progress in implementing key reforms, allowing for the official launch of negotiations across all clusters.

According to an EC representative, the technical work on the part of Kyiv and Chisinau has been fully completed, and the final decision now rests with the EU Council. The European Commission has called on member states to support this process as soon as possible so that the countries can officially continue on the path to membership. The regulator emphasized its readiness to provide further support to the European Council to accelerate the negotiation process.
The European Commission’s position is a clear signal of recognition of Ukraine’s efforts to improve legislation and strengthen democratic institutions during the war. Although the Croatian prime minister had previously expressed doubts about accession by 2027, Brussels officially notes that all necessary preconditions for opening the negotiation chapters have been met. Further developments will depend on political consensus within the European Union. Member states are expected to consider this issue in the near future.
Ukraine hopes that the European Union will open all six negotiation chapters regarding the country’s accession this year and also anticipates the possibility of closing at least one of them by the end of the year.
