Germany’s position is that sanctions can be used as a tool to encourage the regime to fulfill its international obligations.
Friedrich Merz emphasized that his European Union colleagues did not raise objections to this strategy during the discussion. This indicates Europe’s attempt to find new levers of influence over Tehran amid the threat of conflict escalation and Iran’s active military cooperation with Russia. Further progress will depend on Iran’s willingness to make real concessions on key security issues.
