The FBI and CISA have warned of a large-scale breach of Signal accounts by Russian hackers

On March 20, 2026, the U.S. Federal Bureau of Investigation (FBI) and the Cybersecurity and Infrastructure Security Agency (CISA) issued a joint alert regarding a global campaign by hackers linked to Russian intelligence agencies.

The attackers gained unauthorized access to thousands of accounts on the Signal and WhatsApp messaging apps. The primary targets of the attack were individuals of high intelligence value: current and former U.S. government officials, military personnel, politicians, and journalists.

Cybersecurity experts emphasize that the messaging apps’ end-to-end encryption was not compromised. The breach was carried out using social engineering techniques:

  • Hackers posed as the official “Signal support service” (for example, a fake Signal Support Bot).

  • Victims were persuaded to share SMS verification codes or PIN codes for security verification.

  • In some cases, the attackers used the “linked devices” feature to secretly read messages from the victims’ own devices.

Once they gained access to an account, the hackers used it to send phishing messages to the victim’s contacts, exploiting trust in real people. This activity aligns with recent warnings from Dutch and German intelligence agencies about similar Russian attacks in Europe. In response to inquiries, Signal confirmed that its infrastructure remains secure and that the success of the attacks depended solely on user manipulation. Official Washington urges citizens to remain vigilant and never share authorization codes with third parties, even if they claim to represent the service’s administration.

Arndt Freytag von Loringen, who previously served as deputy head of German foreign intelligence (BND) and led NATO intelligence, fell victim to a sophisticated phishing attack on the Signal messenger.
