The Secretary General of the Council of Europe has cited funding as the main obstacle to the launch of the Special Tribunal against Russia

During the PACE spring session in Strasbourg, Council of Europe Secretary General Alain Berset stated that, in order to move to the practical phase of the Special Tribunal on Russia’s crime of aggression against Ukraine, member states must establish a clear budget. Some states are ready to join immediately, while others are waiting for specific figures on budgetary commitments. 

This was reported by Ukrinform, noting that the Council of Europe does not have the authority to formulate this budget on its own.

A key step in resolving the financial issue is expected to be the ministerial conference in Chisinau, scheduled for May 14–15, 2026, where the funding of the tribunal’s fund will be discussed in detail for the first time. Currently, the initial preparation phase (“advance team”) is funded by voluntary contributions from the European Union, and the Netherlands has assumed part of the obligations to support the project. While the international community is working out the financial details to ensure justice, Russia is ignoring any legal mechanisms to hold its leadership accountable for the aggression. Establishing the tribunal remains a priority for restoring justice and closing gaps in international law.

Poland has officially confirmed its intention to join the establishment of a Special Tribunal on the crime of aggression against Ukraine. Warsaw submitted a corresponding declaration to the Council of Europe. The final formation of the mechanism is expected in May.

In Norway, Volodymyr Zelenskyy discussed with the country’s parliament the establishment of a special tribunal regarding Russia’s crime of aggression. They also discussed defense cooperation and new joint projects in the security sector.
