The Ukrainian diplomat’s working visit will take place against the backdrop of significant tensions between Kyiv and Warsaw over historical issues. The tension escalated after one of the Special Operations Forces (SSO) units was named after the Heroes of the UPA. In addition, the Verkhovna Rada recently passed a law establishing the Ukrainian National Pantheon. According to foreign media reports, Andriy Sybiga may present a compromise initiative in Warsaw—a proposal to include General Mark Bezruchko of the Ukrainian People’s Republic, who defended Poland against the Bolsheviks, in the Pantheon.
The decision to revoke the Order of the White Eagle, Poland’s highest state award, from Ukrainian President Volodymyr Zelenskyy is not a unilateral act by the president. Under Polish procedure, the president may initiate the revocation of an award, but the relevant act requires the countersignature of the Polish prime minister.
