China's Ocean Development Index rose by 2.5% in 2025 — ECNS
China's Ocean Development Index reached 132.3 points in 2025, increasing by 2.5% compared with the previous year. The data were presented in the China Ocean Development Index Report 2026, which was unveiled on September 17 in Qingdao, Shandong Province, ECNS reports.
Assessment across six areas
The index is a comprehensive quantitative assessment of the development of China's maritime sector. It covers six areas: economic development and public well-being, scientific and technological innovation, environmental conditions, resource utilization, openness, and comprehensive governance.
2015, when the index stood at 100 points, was designated as the base year for the calculation. Thus, the figure of 132.3 reflects the change compared with the base period.

Innovation posts the highest figure
Among the sub-indices, scientific and technological innovation recorded the highest value in 2025 at 138.5 points, up 2.5% from a year earlier. The index for economic development and public well-being stood at 133.1 points, rising by 2.9%.
The resource utilization indicator reached 132.8 points, or 2.5% higher year on year. The openness index stood at 129.2 points, also increasing by 2.5%. The environmental index rose by 2.8% to 128.3 points, while the comprehensive governance index increased by 2% to 128.7 points.
The report noted that China's marine economy grew steadily in 2025. Its authors also reported stronger scientific and technological innovation, progress in marine environmental governance, and improved quality and efficiency in the development of marine resources. International economic and trade cooperation in the maritime sector, according to the report's assessment, continued to expand.
